Why not charge my laptop charger and just send the power to it?

I tried it while on and off. The computer only in competition, while the charger is connected. But in reality it is loaded, only the power to send to it I guess. As soon as you disconnect, quenched. We can not have not charging, may simply be that the battery is bad. Also, if this was a problem, would be inside the laptop and not the CA. Remove the battery and reinsert it. Sometimes that can fix a bad connection. From there you need someone to test the leads to the battery if it is to get any tension.
